Senior Human Capital Analyst

Position Overview

The Center for Human Capital Innovation (CHCI) is a growing small business and looking for the ideal person to join our team of consulting professionals as Senior Human Capital Analyst. As CHCI’s clients face changing conditions, increasing mission requirements, and resource constraints, they are looking for innovative solutions that drive successful outcomes and support their most important asset – their people. CHCI is engaging with clients to prepare for and address these challenges while enhancing operational results. CHCI requires talented and experienced people to support this effort.

The Senior Human Capital Analyst is a key position on the CHCI team with considerable responsibility, focusing on analyzing, researching, and developing comprehensive human resource business process maps and making recommendations for their implementation. Initially, they will join a project team that is supporting the transformation of human capital systems for a government client. In the long term, this position will contribute to a full range of project activities that provide products and services to both commercial and government clients in a dynamic environment.

Principal Responsibilities

The Senior Human Capital Analyst will provide high-level analytic support to project teams and clients using a wide application of principles, theories, concepts, and techniques to develop innovative, analytic solutions to problems. She/he will apply expert knowledge to gather facts, research and analyze data, and develop conclusions and recommendations. Depending on the project, responsibilities may include:

  • Providing day-to-day advice and support to clients regarding the application of human capital/resources policies, guidelines, procedures, and best practices.
  • Assisting in the development and modification of operating policies, guidelines, procedures, systems, and documentation, as appropriate.
  • Researching and analyzing various HC/HR related issues.
  • Consulting with customers regarding various transactions; trouble shooting HC/HR related issues; and identifying client business needs.
  • articipating in HC/HR investigations or job audits, as appropriate, and following up with appropriate parties on findings.
  • Developing and conducting specialized presentations and training covering operational and/or technical HC/HR related information within specified areas of expertise.
  • Creating and presenting complex data analyses and reports within the areas of expertise.
  • Identifying errors and deficiencies and making process improvement recommendations.
  • Leading, training, and coordinating the activities of CHCI staff performing related work.
  • Supporting the business development activities of the firm through activities such as proposal support and content development.

Aptitudes / Education / Experience

All team members at CHCI are expected to be highly engaged and motivated individuals who are eager to join a dynamic team of professionals. An ideal Senior Human Capital Analyst candidate should have a robust background in several foundational skills, including advanced verbal and written communications; an ability to collect, analyze, and present all forms of information to senior leaders; and strong analytic skills. Attention to detail in all areas is a requisite skill. Additionally, an ability to build interpersonal relationships, facilitate team-building, manage project tasks and priorities, and meet deadlines are all integral competencies to the Senior Human Capital Analyst position. Furthermore, an ideal candidate should have the following types of education and work experiences:

  • Master’s degree or higher in organizational management, analytics, human resources, or a related field
  • Experience as a management consultant using data-driven methods to solve complex human capital-related problems in support of government departments / agencies.
  • A minimum of ten years’ experience leading analytical teams in evaluating and analyzing DoD workforce, related issues.
  • A minimum of five years’ experience in research regarding workforce and development matters.
  • Expert knowledge of human capital policies and best practices in DoD and/or federal government.

Security Clearance

  • Candidates must be able to obtain and maintain Secret eligibility.
  • Security Clearance is desirable.

Travel

  • Local travel within DC Metro area will be required regularly.
  • Travel within Continental US may be required.
