Program Manager (PM)

Position Overview

CHCI is a dynamic, growing small business and is looking for the ideal person to join our team of consulting professionals to Manage Government Programs and Projects. The programs and projects are associated with Human Capital Consulting, Data Science, Executive Coaching, Training, Leader Development, and Technology Implementation / Integration.

The Program Manager will work closely with the company’s executive leadership to ensure strategic positioning, responsiveness, and governance of large contract vehicles, ongoing projects, potential clients, and open bid requests. The Program Manager will liaise with internal and external stakeholders, as needed.

Corporate Operations:

Principal Duties and Responsibilities

Corporate Operations:

  • Provide corporate governance of assigned program and projects
  • Oversee project performance to include Quality Assurance and Control, Preparation and submission of Deliverables, Profit and Loss management, and staffing
  • Review and execute contracts and subcontracts with government and commercial clients, as required
  • Manage CHCI participation, as both a prime and sub, in major contract vehicles, such as: GSA, SeaPort-NxG, USA Learning.

Build Business:

  • Support the opportunity, planning, monitoring and management strategies.
  • Develop business opportunities for CHCI’s lines of business in the federal government.
  • Perform proposal planning and development individually and as a leader of a team effort

Build Relationships:

  • Build and sustain partner relationships
  • Partner with internal/external solution architects, client/partner teams and subject matter experts to support the response and capture technical language to use for a compelling proposal
  • Identify customer programs and procurement structures

Gather and Analyze Data:

  • Perform program/opportunity assessments: gather relevant data, analyze and validate data and determine gaps
  • Perform Customer Assessments: gain clear understanding of customer requirements; identify/validate customer issues, wants, needs and requirements; determine source selection authority and key decision makers

The Program Manager is an experienced consultant, highly engaged, ambitious, solutions-focused, self-managed and motivated individual that is ready to join our organization and expand our long-term book of business. The successful candidate will have well-developed critical thinking skills, and strong research, writing, computer literate and e-communication skills. Our ideal candidate is sociable and a strategic communicator with proven performance in the Federal government contracting and procurement environment and the Federal acquisition processes.

  • Ability to discern customer needs, identify value proposition, and synthesize input from multiple sources
  • Ability to build and develop relationships; excellent interpersonal, team-building and networking skills
  • Ability to manage competing priorities and work effectively to meet deadlines

Education:

  • Master’s Degree in a relevant field
  • Certifications: Project Management Professional is required

Experience:

  • 6+ years of proven program/project management experience in the Federal consulting arena.
  • 6+ years of proven business development performance to include developing opportunities, tracking solicitations, creating successful capture plans, planning and developing winning proposal and contracting.
  • 6+ years of government contracting experience to include major contract vehicles such as GSA, SeaPort-NxG, USA Learning, etc.
  • Work experience in the federal government (military or civilian) is desirable.
  • Advanced skills with MS Office suite (Work, Excel, and PowerPoint)

Security Clearance

  • Secret Clearance is desired
  • Candidates must be capable of passing Secret (Tier 3) Federal Investigative Standard Investigation

Travel

  • Local travel within DC Metro area will be required regularly.
  • Travel within Continental US may be required quarterly
