Senior Analyst I: plans, programs and budgets

Project: In an increasingly austere fiscal environment, federal agencies face (1) the challenges of dynamic domestic and global conditions, (2) the need to plan and adjust for these changing conditions, and (3) increasing mission requirements and limited resources. The Center for Human Capital Innovation (CHCI) is engaging with a federal agency to help it prepare for and address these changes while enhancing its performance. CHCI requires talented and experienced personnel to support this project.

Responsibilities: Serve as the Senior Analyst I for a project that supports the implementation and execution of a requirements-based resource allocation process within a federal agency. Will support the government client’s senior managers through a resource allocation process. Will support the establishment of policies, processes, strategies, and prioritized goals for the organization, which will be used to align programs and activities to goals and objectives and guide resource allocation decisions. Use a wide application of principles, theories, concepts, and techniques to provide responsive, in-depth and accurate analysis of financial, budget and programmatic issues. Apply expert knowledge to gather facts, research and analyze data, and develop conclusions and recommendations.

Experience: Senior Analyst I must have demonstrated knowledge / experience in the following:

  • More than 12 years of experience in resource allocation or Planning, Programming, Budgeting and Execution (PPBE) processes in support of a federal government department / agency
  • Extensive experience in reviewing, analyzing and evaluation plans, programs and budgets using recognized analytical tools and methods
  • Experience as a senior manager in a federal government department/agency or senior, long-term, contractor support
  • 5 years of experience in managing tasks or subtasks requiring financial management or human capital expertise
  • Exceptional communications capabilities: written, oral, and development of compelling presentations


Minimum Educational / Degree Requirements: Master’s Degree in Finance, Business Administration, Public Administration, Policy, Political Science, Economics or other related scientific / analytic discipline

Applicable Training or Certification: Training and certifications in human capital management, human capital analytics, budget and finance, operations research, applied mathematics, statistics, econometrics or related fields

Security Clearance: Security Clearance is desirable. Must be capable of passing federal department / agency suitability review or contractor background investigations.

Travel: Local travel within DC Metro area will be required regularly. Domestic travel may be required.
